Board of Directors Meeting
December 4, 2003
Meeting called
to order at 7:05 pm

Minutes for
November 2003 were reviewed and approved.
Treasurers
Report
All outstanding assessments over $200 are being handed over
to the attorney to get collected by the courts and a lien put on
the properties. OAM will send us the current outstanding statement.
Properties that have payment plans worked out and are making payments
will not be affected.
Inflation is
2.3% this year. The Board motioned and unanimously accepted the
annual assessments to go up $5 to a total of $200 for the year.
Assessments are due January 31, 2004.
Open Business
- Fence permit
for 517 Chesterfield approved according to the bylaws.
- Shed permits
do not need to go through the association. Please contact the
Village of North Aurora. OAM will send a courtesy letter.
- Pizzo &
Associates gave a rough estimate of $15,000-20,000 to get the
wetland area under control and up to date with maintenance/annexation
for 2004. After 2004 they estimated it to be $3,000-5,000 a year.
The Board motioned and unanimously accepted to add this expense
to the budget. Mark will contact Pizzo & Associates. Mark
will also research with the village to find out if the townhome
area is responsibility to help maintain that area.
- Open meetings
were discussed at the annual meeting. The Board will try quarterly
meetings in 2004. The concern is low attendance and taking away
the room for another group or organization that truly needs the
facility. Mark will check on the library availability and open
meetings will be planned for 2004 in January.
- Winter's
Landscaping notified the board that Centex replaced trees throughout
the subdivision.
- A beautification
committee creation was discussed and tabled until Spring 2004.
- The "private
lake" sign and garbage cans around the lake were discussed
at the annual meeting. The board will get prices for a small sign.
The garbage can idea seems impossible to enforce and too costly
to maintain. Residents should take pride in the lake and clean
up after themselves including garbage and dog droppings.
- The Chesterfield
parking on the streets issue has been turned over the Village
of North Aurora.
- "Section"
representatives were discussed at the annual meeting to represent
the different sections of our subdivision. The Board denied this
idea because we are one community and all residents are equal
and welcome at any time. Please email or contact a board member
if you wish to attend a meeting to discuss any issues or concerns.
- Mark is checking
with the lawyer on enforcing association rules for dog kennels.
This issue will be tabled until next meeting in January 2004.
- The Board
motioned and unanimously accepted purchasing wreaths and garland
for the entrances of Chesterfield for the Holidays. Elizabeth
will get the supplies and decorate.
- The Board
motioned and unanimously accepted to hold a Holiday Lights contest
for the subdivision on December 21st. The judges for this year
will be the board members and hopefully next year the activity
committee can be involved and set everything up. The winning house
will get a $50 Home Depot gift card.
